Limited Cornish Language Funding from UK Government for 2011-2014

Government funding to MAGA has been renewed for the next three years.  The decision was announced by the DCLG Minister, Andrew Stunnell MP, this week and was welcomed by Partnership members and staff, speakers and leaners.

The decision means that plans for the future can now be implemented with a degree of certainty.

MAGA has been part funded by the UK Department for Communities and Local Government, as well as by Cornwall Council, for the past five years and we are pleased that this relationship will continue.

The settlement is £140K this year, £120K for 2012-13 and £100K for 2013-14. This is against a budget for the last two years of £150K per annum.

Although we had expected that in the current economic and political climate there was likely to be a small cut, the fact that this is a tapering budget is disappointing and means that we will need to consider the implications and financial planning for the Partnership very carefully.

The Minister’s statement that in the longer term support for the language will need to come from Cornwall itself will need to be challenged in the future, especially in the light of the fact that the Council of Europe Charter, to which the UK Government is a signatory, is clear that support for indigenous languages should be a state responsibility.

This is something we will be able to take up through the reporting mechanism on the Charter, which will happen over the next 18 months.

In the meantime, however, it is a relief that the situation for the next three years is now clear and we can move forward.

The implications of the announcement and the work programme for the next three years will be discussed by the Partnership at its 21 July meeting, with a paper on funding to be prepared prior to the Partnership meeting.
