			<content:encoded><![CDATA[<p><span style="color: #000000;">The 21st Australian Celtic Festival may have honoured Scotland as its 2013 theme but representatives of the Cornish in Australia also gathered in Glen Innes last week (2-5 May, 2013). Situated 915m (3,000 ft) above sea level in the Northern Tablelands of NSW the lovely town of Glen Innes again hosted this annual pan-celtic festival, the 22nd celebration since the Celtic Council of Australia chose the town as the location of The Australian Standing Stones. </span></p>
<p><span style="color: #000000;">This ring array of granite standing stones, carted from the nearby Red Range, stands 3 metres tall at 1115m elevation looking over the friendly town from a hill nearby. </span></p>
<p><span style="color: #000000;">Friday saw representatives of the CANSW attending the ‘Celtic communities’ reception hosted by Glen Innes High School, with some fine entertainment by the school’s choir and musicians, and morning tea by the school auxiliary. A highlight was a Celtic art competition open to all students attending schools in the Glen Innes Severn local government area. </span></p>
<p><span style="color: #000000;">The Guardian of the Stones official luncheon (the Cornish having 3 guardians among the dozen or so) was next, and then the Festival official opening. Cornish-Australians joined together for an informal meal on Friday evening. </span></p>

<p>Saturday morning’s big street parade had a solid contingent wearing Cornish tartans and colours, with banners and flags held high, representing CANSW, the Southern Sons of Cornwall (SSOC), and Queensland. As well, locals with Cornish ancestry or birth joined in, and again some of our Breton cousins marched with the Cornish.</p>

<p><span style="color: #000000;">Joining the crowds flocking to the Standing Stones where the Festival was in full swing, the Cornish (old and young) were able to meet up with old friends, and mix with our fellow Celts from Ireland, Scotland, Wales, Brittany, Isle of Man, and Galicia.</span></p>
<p><span style="color: #000000;">Over the Saturday and Sunday, in beautiful sunny autumn weather they also enjoyed terrific Celtic music and dance. An information tent of the Celtic Council of Australia staffed in part by Cornish, had many people drop by, interested in their Cornish heritage.</span></p>
<p><span style="color: #000000;">Cornish-Australian Carrl (Myriad) Tregonning of the former Celtic &#8216;Ragged Band&#8217; was among those honoured at a formal dinner with a Triquetra Award, for his many contributions to the cultural side of the Australian Celtic Festival.</span></p>

<p><span style="color: #000000;"> Finally the Cornish gathered for the evocative ‘Cornish Stone’ ceremony, honouring Cornwall as a nation, the Cornish as an ethnic group in Australia, and commemorating the 516th anniversary of the Uprising of 1497. Rousing singing of Hail to the Homeland and Trelawney let all know the Cornish were at another fine Celtic festival.</span></p>

<p><span style="color: #000000;">Cornwall has this past week won the Pan-Celtic Song Contest at the International Pan-Celtic Festival in Ireland, for the 2nd year in a row. </span></p>
<p><span style="color: #000000;">The song is called &#8216;Breten Vyhan&#8217; (Brittany) from our own Benjamin Larham (&#8216;Benjad&#8217;) &#8211; a great feat as he also won last year.</span></p>

<div><span style="color: #000000;">Chairman of St Austell Town Council’s Planning Committee Derek Collins is our candidate in<strong> St Austell Poltair</strong>, where local people fought the large Wainhomes application. <div><span style="color: #000000;">And in <strong>St Mawgan and Colan</strong>, Rob Poole has a straight fight with the sitting Conservative councillor and hopefully he can attract a wide array of non-Tory votes.</span></div>

<div><span style="color: #000000;">One sad omission from the list is Cllr Stuart Cullimore, who has served Camborne South with distinction over the last four years. He has significant health problems and is unable to defend his seat. He will be a great loss to the MK team at Lys Kernow. Tamsin Williams, who moved to MK from the Lib Dems last year, has also stood down to take a break from frontline politics.</span></div>

<p><span style="color: #000000;">Lovely singing voice of Heather Dale. Piran is the patron saint of Cornwall. His day is honoured with assorted and unspecified rituals, but invariably with lashings of booze, as befits a saint for a country of miners and fishers. This day is a community holiday for the Cornish.</span></p>

			<content:encoded><![CDATA[<p><span style="color: #000000;">The annual Pirantide celebrations kick off this weekend with the first of a series of events across the Duchy of Cornwall and around the world, marking the birthday of Cornwall&#8217;s favourite national saint.</span></p>

<p><span style="color: #000000;">Not yet a UK government approved national Cornish holiday, March 5 is yet the big day, when parades are due to take place in towns across Cornwall to commemorate the life and work of the 5th century holy man credited with floating across the Irish Sea on a millstone, befriending hedghogs, liking a drop, and discovering tin (among other things such as turning areas of then largely pagan Cornwall, Christian). </span><br />
<span style="color: #000000;">Across the world the distinctive Cornish national flag of St Piran&#8217;s cross, white on a black background, will fly on flagpoles, buildings, cars, lapels etc.</span></p>
<p><span style="color: #000000;">In the run-up to March 5, the figure of St Piran will be welcomed ashore at Perranporth Beach, where the saint is said to have arrived in Cornwall from Ireland. The welcoming ceremony, at 6pm this Friday, will be followed by a procession of mannequins through the village to the Memorial Hall for music and refreshments.</span></p>
<p><span style="color: #000000;">For the past dozen or so years, a promenade play has been staged on the Sunday closest to St Piran&#8217;s Day on the vast dunes above Perranporth. This year a new play has been written by well-known clay country novelist, poet, dramatist and historian Alan Kent.</span></p>
<p><span style="color: #000000;">Organised by St Piran Trust and members of the Perranzabuloe community, the production will take the form of a costumed pageant. Setting out from the entrance to Gear Sands, around a thousand &#8220;pilgrims&#8221; are expected to make their way to the saint&#8217;s oratory and an ancient granite cross. Accompanied by musicians and singers, the walkers – some with dogs, a few on horseback – fly the black and white cross of Cornwall and carry bunches of daffodils.</span></p>
<p><span style="color: #000000;">The procession begins at 2pm from Haven Holiday Park, which will again provide free parking for hundreds of cars.</span></p>

This year&#8217;s production has been dedicated to St Piran Trust chairman, Perran Penrose, who died recently.</span></p>
<p><span style="color: #000000;">Refreshments will be available in the Haven bar afterwards, when there will also be a display of material about the forthcoming dig at St Piran&#8217;s Oratory.</span></p>
<p><span style="color: #000000;">Eileen Carter of St Piran Trust said the whole team behind the play was grateful for Haven&#8217;s continued upport and hospitality.</span></p>
<p><span style="color: #000000;">&#8220;St Piran Trust is a non-profit charity working for the preservation and promotion of the saint and his monuments on Gear Sands and Perran Round,&#8221; she said. &#8220;Everyone is welcome to come along on Sunday and we hope even more people will join us this year for a day of entertainment on the dunes. There is no cost and all are very welcome.&#8221;</span></p>

<p><span style="color: #000000;">To Cornish people everywhere, a Happy Pirantide to you all! </span></p>
<p><span style="color: #000000;">This year we have had many more requests than ever for the Grand Bard to support various activities, celebrating St. Piran throughout Kernow. This is wonderful news and good to see the events multiplying and being spread out over several days, so that I can travel the full length of Kernow. Even so, some events clash and we have sent out the past Grand Bards and the deputy Grand Bard to help and join in with these extra events. If we carry on growing, then St. Piran’s Day MUST become a public holiday, a chance for everyone to celebrate! </span></p>
<p><span style="color: #000000;">We are lucky to have a saint who enjoyed feasting, so celebrating his life by having a good time seems appropriate and enjoyable. He was also a man of the land, living amongst the dunes, collecting firewood for the fire that ended up smelting tin and living on fish from the sea. It is also said he decorated his cell with crystals that he found whilst out walking in our historic landscape. </span></p>
<p><span style="color: #000000;">But most importantly, St. Piran was a man who had values. He stuck to what he believed to be right and was prepared to die for his beliefs. He connected well with everyone, earning their respect. He was courteous, self-effacing, witty, inventive and thoughtful for other people, community minded. In these respects, he is a good role model for Cornish children. </span></p>
<p><span style="color: #000000;">Life has always been hard for Cornish people; they are survivors and the difficulties have formed their characters. Cornish scientists, inventors and others have made their mark not only on Cornwall, but the world. Men like Humphry Davy and Richard Trevithick have changed people’s lives for the good. Materially, Cornish people had little in life, but the most important thing they had was their creativity, the will to improve their lot in life. </span></p>
<p><span style="color: #000000;">In these present times of austerity, it is important that we keep our confidence up, so celebrating St. Piran’s Day is incredibly important. We will survive through our creativity, by using what is within us and costs nothing. We will invent and create NEW ways of survival , which is what we have ALWAYS done and history proves it WORKS.</span></p>
<p><span style="color: #000000;">In the latest Census, Cornish people have shown themselves to be present all over the UK and more school children identified themselves as Cornish in this year’s PLASC survey, Junior section. This augurs well. </span></p>
<p><span style="color: #000000;">We also remember today all those people throughout the world who had to leave Kernow to earn a crust of bread and took their skills worldwide. Their descendants remain in the Diaspora, but their homes will be forever Cornish. To you all, wherever you live, “Be Proud to be Cornish; stand up and be counted.”</span></p>
<p><span style="color: #000000;">I wish you all a very Happy St.Pirantide, enjoy all these events happening throughout Kernow and in the Diaspora, in memory of our much loved saint. Make sure our children know about St.Piran and how we celebrate his life every year and that Kernow is a unique and special place, one that we cherish and must keep safe for future generations, the inheritors of our Earth.</span></p>

Chair Loveday Jenkin reported on the past year, including events, publications, joint initiatives and the appointment of the new Kowethas Community Development Officer. She said the Kowethas hoped to continue building on its membership and would like to hear members’ thoughts on how they would like to see the membership package develop.</span></p>
<p><span style="color: #000000;">In a presentation on his work thus far, the new Kowethas CDO, Peter Burton, said “Part of my role is to make Cornish more visible in everyday life and I am pleased that organisations like the Cornwall Voluntary Sector Forum, Age UK Cornwall and Penwith Community Development Trust have been positive about promoting the use of Cornish to their members and user groups. I hope that we will see more organisations joining them in the future”.</span></p>

<div><span style="color: #000000;">BeMe is part of a national network of services known as &#8216;Improving Access to Psychological Therapies&#8217; (IAPT). NHS Cornwall and Isles of Scilly approved the new provider after a formal commissioning process at the end of 2012. BeMe is a mental well-being service provided by Cornwall Partnership NHS Foundation Trust.</span></div>

<div><span style="color: #000000;">Neill Richardson, BeMe&#8217;s Clinical Lead explains, &#8220;The BeMe team offer a range of services to people experiencing anxiety and depression. We can all feel low, worried, fearful or distressed. This can be caused by a life event like bereavement, divorce or unemployment; a health issue; or coping as a carer; or with a traumatic event, BeMe can help you deal with these.</span></div>

<div><span style="color: #000000;">&#8220;The service is open to all by phoning 01579 373700.</span></div>

<div><span style="color: #000000;">&#8220;Self-referral is really useful because we know when people call us they are ready to get help. People&#8217;s experiences are different and so are their needs. BeMe is designed to give people the skills they need to help themselves. Specially trained practitioners will help people understand the options available including individual work and a range of courses and groups.&#8221;</span></div>

<p><span style="color: #000000;">The pre-submission draft of the Local Plan – which will set out Cornwall’s planning policies for 2010-2030 &#8211; was debated at Cornwall Council on Tuesday 12 February, 2013.</span></p>
<div><span style="color: #000000;">Chairman of the Planning Policy Advisory Panel (PPAP), Dick Cole (Mebyon Kernow)  presented a series of recommendations.  These included higher affordable housing targets, a commitment to more affordable housing when public land is redeveloped, the inclusion of Areas of Great Landscape Value and Areas of Great Historic Value, a commitment to carry out more work on the cumulative and other impacts of renewal energy developments, as well as revised policies on landfill, infill sites in rural areas, and retail developments. Most of these recommendations were accepted.</span></div>
<p><span style="color: #000000;">The actual trend of the past 50 years predicts a likely population growth of 53,000 by 2031 and 26,000 new households, giving a mean household size of 2.24. This is still an unsustainable rate of growth but a lot lower than the Council’s predictions based on flawed data that up to 54,000 would be needed.  </span></p>
<p><span style="color: #000000;">The figure of 42,250 was above the Committees recommended target of 38,000, due to pressure from some Cornwall Councillors in Bodmin, Falmouth, and Newquay. This is far higher than the natural population increase and realistic housing of those in need in Cornwall. </span></p>
<p><span style="color: #000000;">Not only will Cornwall continue to be changed from a rural landscape to a suburban one, but there are expected increases in in-migration from elsewhere in the UK, and more partly occupied second homes.<br />
</span></p>
<p><span style="color: #000000;">Now it would require 27,000 houses to be approved to be built in the plan period on top of existing approvals and even without making more efficient use of current housing stock (29,000 vacant dwellings).</span></p>
<p><span style="color: #000000;">The document will now be consulted upon once again, with the results reported back to the new Council after the May elections for the newly-elected members to refer it to the Secretary of State so that it can be presented to the Planning Inspectorate for the necessary Inquiry.</span></p>

<p><span style="color: #000000;">We, who populate the Duchy of Cornwall, tend to spend far too much time, watching &amp; oft  times criticising our English &amp; European neighbours.</span></p>
<p><span style="color: #000000;">This, instead of keeping our shoulder to the wheel, whilst at the same time working diligently &amp; expeditiously in part time employment for remuneration which, if you are fortunate, may equal the agreed &#8216;national&#8217; minimum wage.</span></p>
<p><span style="color: #000000;">Rest from your labours for a moment and feast your eyes on all those seaside cottages which are owned by comparatively rich people who live elsewhere east of the Tamar. Lift your eyes skywards and offer up a prayer of thanks to those generous benefactors/second home owners who provide employment (for cash in hand ?) to regiments of decorators, kitchen fitters, etc.</span></p>
<p><span style="color: #000000;">Do not despair poor Cornish person if you are still living with mum &amp; dad even though you are approaching your 45th birthday. The Westminster Government  (NB. Westminster is a club for posh blokes about 300 miles east of the Amazon, blast, meant Tamar) and the bloke in charge of that club, David Cam &#8211; moron, is intent on overseeing the building of tens of thousands of houses on empty spaces, across the little land of Kernow.</span></p>

It gets even better folks, honestly! Our benevolent feudal lord and master The Duke of Cornwall (Some belligerent nationalists have had the effrontery to call him Wing-nut Windsor) smitten by his social conscience has decided to help provide more work through his mates at Waitrose supermarkets who will build a new shop on the eastern outskirts of Truro in which to showcase &#8216;Duchy Original&#8217; products.</span></p>
<p><span style="color: #000000;">Our Lord and master is doing all within his power to bring this project to fruition and as a practical demonstration of his &#8216;green&#8217; credentials is committed to providing an adjacent park &amp; ride/car park, so that all those lazy good for nothing wasters on &#8216;job seekers allowance&#8217; can arrive for work on time and for minimal cost at the new shop and all this on one of those ridiculous empty spaces, which for many years had been a productive Duchy of Cornwall owned dairy farm.</span></p>

			<content:encoded><![CDATA[<p><span style="color: #000000;">The 1,077 year old border between Cornwall and England will remain un-breached for at least 5 more years after the unelected House of Lords MPs voted with a majority of 42 to delay a decision on redrawing boundaries across the UK until after the next election after a coalition split.</span></p>

<p><span style="color: #000000;">Liberal Democrat Lord Robin Teverson, the former MEP for Cornwall and West Plymouth, said: &#8220;Cornwall has a very important self-identity&#8221;.  &#8220;When a government tries to change that within a political context then frankly it doesn&#8217;t work.&#8221;</span></p>
<p><span style="color: #000000;">The proposal was to reduce the number of MPs across the country by 50 to 600, with each of them representing about 76,000 people.</span></p>
<p><span style="color: #000000;">Liberal Democrats had already indicated they would vote against the legislation, in retaliation for Conservatives de-railing reform of the House of Lords. Labour and the SNP and Plaid Cyrmu are also reported to have also voted against.</span></p>
<p><span style="color: #000000;">Ahead of the vote, Cornwall Lib Dem MP Stephen Gilbert said it would be &#8220;disappointing to say the least&#8221; if Tory MPs from the Duchy refused to join their rebellion&#8221;.</span></p>
